ATF and 16" barrels?

I just noticed in the Bushmaster manual (2005) for XM15 and C15's it states:

Note: ATF regulations require a minimum barrel length of 16" on commercially available rifles and carbines. This 16" length can be a combination of barrel and permanantly fixed (pinned and welded over) muzzle break / flash suppressor as long as the total equals 16"

Yet Im sure Ive seen 11.5" barrels on AR-15's in the States.

The brutal part is that the process involves finger printing and LE approval - this means your local LE has some discretion whether you can go ahead.

I was turned down when I lived in FL, the local PD and the Sheriff just wouldn't sign the Form 4, even for an SBR. Federal judge for the district can also sign it, good luck with that.

I think only TN requires the CLEO to sign the form provided the person is of good character.

There are ways around it, e.g. becoming a dealer, or setting up a corporation or trust but it's a lot of paperwork just to own an SBR. And a lot of States ban them anyway.

Regardless, you cannot import an SBR into the US, only letterhead purchases from the USG or a LE agency can get in.

If it is made as a pistol, it is a pistol - but a buttstock cannot be added.
