So HK said they don't make mr223's in a pistol configuration, so the ATF is banning MR223s from being imported as pistols? Did I get that correct?

Yes, correct. There was a loophole to convert your MR223A3 to a pistol by taking off the stock and vertical grip.
That has been closed now.

But they still get the MR556 right? My understanding was that due to German export laws, they get the MR556 and we get the MR223
