Bullpup stocks are prohibited devices under SOR/98 462, which reads:
"2. Any rifle, shotgun or carbine stock of the type known as the “bull-pup” design,
being a stock that, when combined with a firearm, reduces the overall length of the firearm such that a substantial part of the reloading action or the magazine-well is located behind the trigger of the firearm when it is held in the normal firing position."
The stock itself is a prohibited device, the 10/22 you put in it is not.
Meanwhile, variants of the AK-47 are banned pursuant to the same regulation, the relevant portion of which reads:
"The
firearm of the design commonly known as the AK-47 rifle, and any variant or modified version of it except for the Valmet Hunter, the Valmet Hunter Auto and the Valmet M78 rifles"
Hence, the bullpup stocks are banned because they are a stock which themselves is a prohibited device, while a dress up kit which changes the appearance of a firearm (but not the firearm), is not. Since it will still be a 10/22 after you put the stock on, and not an AK-47, the kit will not be prohib.
The GSG is a FIREARM. This is a dress up kit. The GSG is banned because the same SOR reads:
" The
firearms of the designs commonly known as the MP5 submachine gun and MP5 carbine, and any variants or modified versions of them"
Hence, from their logic (which I think is faulty), the GSG is a firearm, it looks like an MP-5, therefore its a prohib. However, this is NOT A FIREARM. Hence, the prohibition doesn't apply.
