I can't think of a good enough reason to spend tons of extra money on a detachable magazine for a bolt action rifle of all things. If I need that kind of capability, semi-autos will fill that role quite nicely.
In a rifle devoted strictly to tactical rifle matches where there's plenty of run & gun field type shooting, I can see it being a definite advantage. However, how many of those types of matches do we have here in Canada? Unfortunately, precious few.
In the end, it's whatever floats yer boat.
If you're not a fan of mags, good for you but Alberta Tactical Rifle isn't called that because we specialize in single shot rifles. If it's bottom metal or a 30 rnd mag, it's still up to the individual and I'm not going to slag on someone because they like to take their time and make every shot count. For me, it would be hard competing in 'Tactical' shoot with a floor plate system when you have to shoot 10rnds/level and it's a timed event.
