ATT process Question???

I purchased a handgun from a dealer a few weeks ago. The dealer then went ahead and sent in all the paperwork for the transfer and also said that I will receive my ATT for that firearm once all the paperwork goes through.

It took longer than expected because the photocopy of my range membership was blurry and I was on holidays for a week as well. When I got back from holidays I sent a clearer photocopy of my membership to the RCMP and received notification that the registration transfer was in process the next day. About a week later, I received another PAL card in the mail. The card looks exactly the same as my old one but it has a different barcode. It says on the paper in the envelope that the license carries special conditions for transportation of firearms to and from ranges, etc.

Is this my ATT? I just expected a piece of paper, not a completely new RPAL card.
 
It seems that sending a new card out every time you buy a restricted is the way they are going. You will see the last numbers at the end of your rpal start to increase each time you buy a new gun eg .001, .002, .003, etc
 
That's very weird. I've bought a number of restricteds since the new ATT rules went into effect last Sept. I've never recieved a new RPAL card and still have my old card from 2 years ago.

Q18: Since ATTs will be a condition on a licence, and I currently have a valid paper ATT, will I receive a new licence card to reflect these changes?

A18: No. Existing paper ATTs remain valid until expiry. In addition, as of September 2, 2015, if you are a licensed client possessing a valid ATT to transport a firearm to and from a shooting club or range for the purposes of target practice, you have, as a condition on your licence, the six transportation conditions.
 
I'm currently waiting for my updated new rpal. It's been 4 or 5 days now since my transfer was approved, almost 3 weeks since I bought The thing, still can't take to the range lol. such a rediculous long process.
 
If you look at your old license under your height it will say " Standard conditions are attached to this license" now take a look at your new license in the same location, it should now say "Standard and non-standard conditions are attached to this license" meaning all 6 conditions are now applied.
 
They send out new RPAL cards because according to a new legislation (Bill C-19) passed by the former Conservative government the ATT is now an integral part of the R-PAL.
I also got a new R-PAL plastic together with a paper form designated “RCMP GRC 5641 EF (2007/01/01) V2 CAFC 1015 (see at the bottom). There are conditions printed on that form.
STANDARD CONDITIONS: You must inform the Chief Firearms Officer of your province ……..etc. etc.
SPECIAL CONDITIONS: These licence conditions authorize the transport etc. etc. etc.
This paper form is very important and must be carried together with restricted firearms when one drives to a range, gunsmith, gun show and so on and so forth. Obviously, one should have that from available to inspection at the shooting range all the time.
 
Yeah that paper came with it. Kinda defeats the purpose of having the ATT attached to the license if we have to carry an additional piece of paper anyways...

Well, you can look at that piece of paper in a sort of optimistic way, something like a permanent ATT. Still some progress compared to the times before the Bill C-19 was passed.
I guess that they decided to specify those Special Conditions on the paper form because not everyone having an R-PAL needs an ATT. For instance, collectors who specifically collect restricted firearms. They don’t need to go to a range, gunsmith etc.
 
Why would collectors not need to go to the range or smith? Collector status does not mean you cannot shoot your guns... They should have included conditions on the RPAL like a drivers license.
 
Did you guys getting the new cards have a LTATT before Sep 2? I have purchased 3 since C42 and not received a new RPAL...When I asked the CFO's office if I should be expecting one I was told no, because the conditions were attached automatically as I had an LTATT prior to C42 coming into effect.

Must be.....I don't know of anyone who has gotten a new card here in NB. Sounds like it might be another case of different provinces having different federal law due to CFO's.

If you have a valid LTATT you will NOT be getting a new RPAL. When your LTATT expires, your next purchase will be accompanied by a new RPAL unless you have to renew it first.

Thanks...but I don't have a valid LTATT...I did as of Sept 2 but it expired Nov, 2015...and current licence expires in 2017. 2 of the 3 purchases occurred after expiry of my LTATT...so, hence my question...still trying to figure out the secret sauce here...

You sure about that? My last paper LTATT expired last fall. I've bought several restricteds since then but have never received a new RPAL card.
