I recently did the paperwork to updgrade my PAL to a restricted PAL and hopefully my new license will show up in the mail in the next week or so.

If I buy a restricted firearm at a gunstore, am I able to take it home without having my long term ATT? Is there a temporary ATT that is available to bring the firearm home?

Long term ATTs don't allow you to bring a new restricted home, just take those currently registered to you to the range.
 
Also, keep in mind that the short-term ATT that is issued to you by the CFC(actually the Alberta CPFO in Edmonton) will only allow you to transport the firearm to your home, and will state just that. This ATT does not allow you to transport the weapon to a range; for that, you need a date-specific short-term ATT, or a long-term ATT. The long-term version is the way to go, and I've found the folks in the Edmonton office to be very good and helpful to shooters in getting these items.
