I am a member of an approved range/club... is this sufficient to purchase a restricted firearm? or does one have to submit a long term ATT form before one can purchase a restricted firearm?

Your good, you don't need an ATT to buy a restricted firearm. Just your Restricted PAL. BUY A GLOCK 17 RTF, you won't be sorry.
 
To speed things up a bit send a copy of your range membership to your local CFO office they will need proof to complete the transfer and may automatically issue your ATT
 
At least here in Ontario you need a restricted firearm registered to you to get your ATT.

However I am assuming here that you already have your RPAL.
 
In BC, you can apply for your long term ATT with your gun club membership, once you have a long term ATT in place, all your restricted buying will be easy, (1-2 days) turn around time from your friendly BC CFOs.

Depending upon your province of residence, and the respective CFO, the CFO might normally require one first (in order to proceed with the other). Or not.

In your case, I'd undertake getting both now.

You can initiate the transfer and contact your CFO with your proof of club membership and your long-term ATT application.

In any case, contacting your CFO may speed the process.
