I already got my transfer authorization; does that mean the seller in Ontario already got his?

harbl - the transfer ATT is issued at the same time as the transfer authorization.

finally got my ATT!, first time i sent it in (dec. 23) they lost it or somthing,
then sent it in again on Jan. 7, and got it in the mail today
