Russian Junior .22 Steel Cased Ammo...
Avoid it like the plague, dont be like me and see its cheap price and go "HEY thats cheap, ill try a brick" Only fired 4 shots out of the entire brick. All failure to extract from my new marlin XT-22, had to extract them with a screw driver and even that was stiff.
They are coated in a waxy grease and are super dirty. Even the smoke from the chamber was black.

I tried to give some to some others at the range and no one would take it since they already bought a box and had the same issues.

Pretty sure 'Junior' is Russian for "We sell to other countries to watch them have weapons issues"
Hoped it would have been like Wolf .22... guess not

Funny you should mention that. I tried a brick of that a couple of years back. Functioned perfectly in most of the my .22's if they were kept clean, although there were a couple that responded the way yours did. It was actually the MOST ACCURATE cheap ammo, by a wide margin, in a 597 that I owned at the time, and was also very good in one of my 10/22's. I didn't buy more simply because it was so filthy. Even handling unfired rounds out of the box turns your hands black. It would gum up the 597 to the point of zero functioning after only a couple hundred rounds, but it shot very, very well.

local gun store, won't name names. 18 dollars a brick, comes in a waterproof paper box with 50 round boxes inside

I tried it. It worked not too bad but for the price you can get federal at the co ops. It cleans up well with brake clean. No FTf or fte out of my 4 10/22's
