For those that buy firearms at auctions do you allow yourself some room below what a dealer price would be?

First, find out all the fees and taxes and shipping charges. Auction fees could be 18%, plus possibly both taxes, and then shipping. Adds up fast.

THEN figure out the top amount you want to spend on what you think it's worth. Deduct the fees, etc., above to come up with your max bid number. Don't exceed it. Done.
