Baikal 18EM 12g. HELP

I just picked up this Baikal single shot at an auction today and of course its not firing. I ahvent put a shell in it but the firing pin isnt even moving when I fire it. Any idea how to fix this or how to take it all apart or just take it to a smith. I just wanted a cheap truck gun and I got a paper weight :). Any help would be great. Especially how to remove the action from the stock.
 
Are you dry firing it with the action open? Just trying to figure out how you are seeing the firing pin not moving?
 
I'm just guessing here, but it likely has some safety feature that locks the firing pin until the action is fully closed.....
I bet if you take it to the range, it will work as it should. You could take a spent shell and dry fire it with the aciton closed and see if the primer gets struck.
 
True!!! these guns will not fire with action open. I own 2 (and older one made back in the day...when they were nicer, and a new remington spartan). They will not fire unless the action is closed. And yes, try a spent hull just in case to make sure the pin is striking the primer.
