Baikal SPR22 Double Rifle

All of us who ordered them in the spring bookings for fall sales thought the same thing, order in April, product to be delivered in August or September for sale. The distributor is now saying pay for them now and they will order the guns and then supply them when they get them. Not normally the way things are done. I think many dealer including me are somewhat leery of this given the lack of solid info provided to date.
According to Marlin, the Marlin isn't designed for any handloads. The .450 Marlin rifle's has different barrel threads , v threads instead of square, and some people claim it also has a stronger barrel steel.

I would like one of those too, but 30.06 in a double rifle doesnt seem that great since they were originally for hunting dangerous game at close range. The 45-70 seems like the better option to me, but then again a double for under $1000 who cares what calibre it is!!!
The problem with the 45-70 is that Remington(Spartan) is advsetising a max cup of 28,000 for this chambering. This is well below what is acceptable in the Marlin lever guns.
If this rifle would be capable of handling loads at Ruger #1 pressures then it would be a very intersting and worthwile piece for dangerous game.
Does anyone know if the manufacturers are being exceedingly cautious with their ratings or is there a reason why a rigid action of this type would be legitimately limited to such low pressures?

The lock work on these rifles probably wouldnt stand up to any more than the 28000 for long. I think there must be a few differences between these and every other double which usually goes for $10000 up used. Most likely it is cheaper lockwork and the barrels arent regulated to any practical range.
