I just finished loading a bunch of 130 gr TSX for my nephew's new .30/06. While I used 4895, 4350 can be used for a broad range of applications and I'm sure you can work up a good load by starting with 57 grs and working up from there.
The new #4 Barnes manual sucks as far as load data goes, so if you can find an older #3 manual grab it. It doesn't have TSX data, but you won't get into trouble using X bullet data, although I would be hesitant to use XLC data for an uncoated bullet, even if it is banded.
With regards to fouling, TSX's seem to foul less than X bullets at the same velocity. Having said that, fouling is dependent on the smoothness of your bore. An over night cleaning with Wipe Out should resolve any fouling issues, but you should start with a clean bore and clean every 50 rounds or so to minimize cleaning time.
