I've always found the 130gr X to be a great performer. I used RL22 and it worked great. The book says (regular X, not TSX) 57.0gr as a start, which gives 3123fps and 62.0gr as a maximum charge, yielding 3254fps. That is with a Federal 210 primer. I used Federal 210M primers. I have found the max load to be stout in just about every rifle I tried it in. In fact, some could not use that heavy a charge. With a 24" barel you should be able to get about 3175-3200fps. I was able to approach the bottom of that spectrum with a 22" barrel.
Edit: I have noticed that the RL22 loads have been reduced in the newer Barnes' manuals. My load is from Barnes #1. You should probably be extra carefull and start with the minimum loads
