"...How do Guillard barrels compare?..." Right up there with both Shilen and Douglas.
"...break any laws getting it here..." No Canadian laws. Barrels from the U.S. do require their export permit.
 
I am looking for a bull barrel to complete a rifle project. So a min of 27" long by 1.250" thick, 1/12 twist, 4 groove of 6 is also accaptable. Good to hear about Gaillard barrels.

Note: One might think that putting together a resource list of skilled people in the gun business located in Canada might make a good stocky in the forum.

+1 on Gaillard. Lots of silhouette guys swear by his stuff. RKS is also worth thinking about. Shilen is available through Jerry (Mysticplayer) of Mystic Precision.
 
Permits needed for any gun part. The old "ss tubing" does not work, chamber or not. If they are still getting out consider it good luck. Wait to you see what is coming!

Our Canadian barrel-makers (most notably: McLennan, Gaillard, Smith and McPhee) are in the same league as Shilen, Krieger and Lilja. Douglas has a good reputation, but generally the other guys are considered to be the real cream of the crop for world-class competitive rifles.
 
I hear alot about Kreigers and Harts, and of course Badger for cast and Black Powder, but I'm here to say that my new Gaillard tops them all. Of course I am using carefully crafted cast bullet loads in a benchrest type rifle, but it sure likes what I've been feedin' it.
