Can a person take a barrel that has be threaded for a action (12tpi x .750) and make a slave that would thread on to it then thread the outside of the sleeve (20tpi x 1.055) to fit a savage action. Wondering if this is doable or if it's a bad idea.
 
It's only a really bad idea if you have intents at some point, to ream out the chamber to something bigger than the .750 diameter stub will take.

Just consider that the strength is all from the original barrel size and none comes from the sleeve diameter, and you will be fine. That is not 'exactly' correct, but is a good place to stay as far as preventing damage or personal harm.

If the barrel is chambered for say 22 Hornet or 223 Rem I see no problem there.
------------------------------- 308 Win size the sleeve over the 3/4" size thread makes the operation a bit iffy and I wouldn't do it.
.750" x 12TPI stub has only less than .650" minor dia that means the wall over chamber is less than .090" thick....
Don't even attempt sleeve the barrel if it's chambered in one of the magnum cartridges!
 
Sorry to kind of redirect this thread here but I just want to clarify. I have an unknown brand aftermarket barrel in 300 RUM that is threaded 0.995"×16 (or possibly metric). Do I understand correctly that a thread adapter can easily be made to put this barrel on a Remington 700 action? I had been looking for a cheap M70 pushfeed or a Sako but I already have a Remington action.
 
Your shank is .995x16. A Remington is nominally 1.06x16. That is a difference of only .065 - about 1/32 per side. That isn't enough for a sleeve.
A Winchester 70 has a nominal 1x16 shank. Your barrel would screw in; depending on tolerances, might or might not be acceptable. If the thread fit was ok, shank length, bolt nose clearance and headspace would need to be correct.
