do civilians need a special license to get this gun or pay extra? it says this on the top of the order: US Department of State DSP 83 End User Certificate required to purchase this rifle. What does this mean?

Think the underlined part means you need to be a law enforcement or military type. You might be able to get approval as a civillian. But not too sure of that........

I think a local guy around here got one, somehow........... May have just ordered through Wolverine Supply? Outta Manitoba or Saskatchewan.

On certain specific firearms the US State Dept require that the final end user (you the retail customer) sign an “End User Statement” basically this confirms that the firearm is for you and that you will not Export it without US permission. It has nothing to do with the fact that you may or may not be a member of the Military or Police. All official Government or Police Department purchases are handled differently as they are not licensed to the individual officers but to the Dept. The DSP 83 is required as part of the US export licensing procedure.

Here at Wolverine Supplies Pat looks after these areas so if you have any questions or concerns please contact Pat@wolverinesupplies.com directly.

I'd think that once it's registered to you, and because it's a non-restricted firearm in Canada, you can take it anywhere you want just like any other hunting rifle.

I heard they had accuracy issues. I know that gun looks great but if it doesn't mean your accuracy requirements, even a cool gun doesn't hold it's luster. If you've read the reviews on it and still want it, fill your boots but it's a lot of money to put out for a bolt gun that might not do what you want it to do. Just say'n.
