Generally a rem700 style action will need to be fitted by a gunsmith, as the shoulder position sets the headspace. I think i have read people do remage style prefits (savage barrel nut type deal), and then a person could spin on their new barrel at home, with the correct knowledge and tools.

Most of the top notch action makers can sell pre fit barrels if they choose to. With the precision of CNC made actions these days it's very easy to match up barrels to actions, the problem is finding a good action maker that also makes barrels willing to do this.
KS arms in Edmonton makes top-notch actions and world class barrels every bit as good as bartlein barrels (proven in compitition many times). They have customers all over the world that simply order pre fit barrels for their actions when the old barrels are finished.
Sorry, don't mean to hijack this thread but if looking for a great action, and a great barrel that can be prefit then why look for a middleman in canada when you can deal direct with the manufacturer, who is already right here in Canada?
