Bausch & Lomb used to be the high end of the Bushnell Line, before the affiliation of the two brands ended, when Bushnell became totally independent of B&L. In my experience, the nice with with used, high end, quality optics. They don't go bad, people generally treat them well, and they usually look as good as the day they came out of the box.
The Elite line of Bushnell scopes is excellent, with very high quality optics, and build quality is generally excellent, Made in Japan. I have owned several Bushnell products, (used to work for them), and I would not hesitate to pick up an Elite Spotting scope if it was in good shape. I sold one on the EE a few years ago for around $650 if I recall... It was mint.
Smaller objective lenses (60mm), will not give you great resolution at distance, and lower quality made in China optics, will just frustrate and disappoint you up close and far away. If you can get something with an 80 mm objective, you will be happier. You do truly get what you pay for in optics, spend the most you can, treat them well, and enjoy forever.
