I don't think they can do much about it except maybe like Ironoggin suggested, make buying the yearly license a prerequisite to entering the draws. I would guess there is not a huge impact over all but I do think it was more prevalent when the grizzly hunts were on. I think by and large I have done okay in the draws over the years and gotten to do a few hunts in LEH only areas I was looking forward to hunting on my bucket list so can't complain too much.
The fun in the draws now is the new and newish hunters in our group because it is still a novelty for them. I have gained several new hunting companions over the past 2 or 3 years and 1/2 of them are girls. 2 of them are in the group of 3 that pulled the moose draw here so that is exciting for them and a bonus because I will be along for thier hunts.
