Yes, the non-resident tags can only be purchased from a BC Government Agents Office (now known as Service BC)

Your host SHOULD have known the requirements as they are clearly printed right in the general regulations. Also it is not that the local store wouldn't do anything for you but rather they couldn't.
 
The licences and guide permit for the resident usually have to issued at the regional Fish and Wildlife office, not just any government agent. Certain species are not a sure thing either. If it is a draw species/hunt then non-residents can't partake. Even with certain species that have open seasons in certain WMU's it may require the approval of the regional wildlife manager, such as for sheep, grizzly, goat, etc.
