Other than reducing concussion for bystanders, would the shield also reduce the effectiveness of the brake, and if so, by how much?

It's only a 308. Bystanders can suck it. And if the shooter is that sensitive to recoil, maybe they can slip a tampon under their shirt to dampen that hellish recoil
