You should clarify this as it is misleading a bit. The answer is;

If you are going to come out and shoot only the provincial championship match, a BCRA only membership for $60 will suffice. However if you intend to shoot any practices or any of the regional events you will need to add a DCRA limited associate membership for an additional $30. If you intend on shooting any of the National events held in Ottawa a Full DCRA membership for $130 over the $60 BCRA only membership is required.

I'm not so sure actually.I've always shot multiple events with my BCRA membership AND every time I've shot NSCC my BCRA membership has always covered me.I've never had to buy a DCRA membership as long as I have the BCRA one.

Read the notes at the bottom of page 2 on the membership form. It wouldn't surprise me that they missed it but the DCRA component of the membership covers the insurance for shooting in Ottawa. You won't be on insurance list held by the DCRA and won't be covered in the event of an accident if you haven't paid that portion.

The BCRA membership only covers for ranges in BC. Besides, with only the BCRA membership you can't shoot any of the regionals or any of the practices. This is also laid out in the notes on page 2 and is also quoted in Pitcairns mailout email to BCRA members.
 
Strangely enough, note #2 at the bottom of the lower mainland regional schedule spells it out best "You require a BCRA/DCRA Con-Joint Membership to shoot practices and LMR Regional matches
on military ranges. You require a BCRA membership only to shoot BC Championships"
 
Is it still any rifle any sights/optics or has this changed?

Is there a total round count for pistol and for rifle ammo? Sorry if I missed it.

Ok, found the round count. Looks like about 300 for pistol and about 210 for rifle.

RULES AND REGULATIONS
FOR THE AWARD OF
TROPHIES AND PRIZES

This section contains the Rules and Regulations which govern the award of trophies and prizes in the Annual British Columbia Service Pistol competitions conducted by the British Columbia Rifle Association.
The competition will be conducted in accordance with the Rules and Regulations stated in the DCRA Service Condition Rules for Competition Shooting except for those differences which may be otherwise specifically stated in the ensuing chapters of this instruction.
It is the responsibility of each competitor to familiarize himself/herself with the Rules and Regulations together with the conditions applicable to each match.
Any member of Her Majesty’s Armed Forces (Active or Reserve) and current members of the BCRA are eligible to compete in the BC Service Rifle Matches.
BCRA Service Pistol Classification shall be used for the Service Pistol matches.
During any match to which these rules and Regulations pertain, the Match Committee shall have full and final authority of the interpretation and application of these Rules and Regulations.

GENERAL

1. Any rules not covered in this chapter will be governed by the NSCC Service Conditions Rules issued by the DCRA. Please visit www.dcra.ca and link to Rules. It will have the complete DCRA rules.

FIREARMS ELIGIBILITY

BCRA and visiting out of Province individuals or teams:
a) Service Pistol - any pistol in any service calibre (9mm, .40, .45, 38 Special, 357, and 44 Mag) with any iron sight that meets range regulations, or on approval of the Match Director.

TRIGGERS

Trigger Pull - BCRA Service Pistol
Service Pistol shall not be less than 1.5 kg.

HOLSTERS

1. Holsters are required as a means to safely and practically carry a pistol during periods of administration such as scoring, range clean up etc. Some match conditions may require the match to begin from the holster. Under arm and cross draw holsters are forbidden. All holsters must have at least one form of retention.

SIGHTS

1. Open metal sights may be blackened or whitened but may not be coloured

PISTOL HANDLING COMMANDS

LOAD: with the slide forward, the magazine with the appropriate number of rounds is inserted into the firearm. The slide remains forward and chamber is empty.
READY: cycle the slide to chamber a round, the safety must be on. Competitors may replace the magazine for a fully charged one.
ADVANCE: the order to move forward at a walking pace in the low alert until a target appears or a signal is given to fire is given. The finger must be along side of the trigger guard and the safety need not be applied.
LOW ALERT: after the pistol is loaded and readied and before the order to fire is given, or the target appears, the firearm must be held in a safe manner with the finger outside of the trigger guard and out of the line of sight.
HIGH ALERT: The pistol and the competitors arm(s) are pointed at the expected target area. The trigger finger may be on the trigger.

NEGLIGENT DISCHARGE

A negligent discharge is defined as any round fired accidentally, unless it is fired at or in the direction of the target after the order “Watch and Shoot” has been given and before the order “Unload” has been given. If the circumstances are such that the negligent discharge was due to any dangerous practice, for example careless handling, or as the result of an unsafe firearm, the competitor will be reported to the Match Committee. In the event of a negligent discharge, the competitor could be disqualified from the match and further disciplinary action may be taken.

AMMUNITION

BCRA competitors must supply their own ammunition for all competitions. This ammunition must be suitable for the firearm in use and must be safe and legal for use on the range.


BRITISH COLUMBIA RIFLE ASSOCIATION

2012 SERVICE PISTOL CHAMPIONSHIP PROGRAM

The BCRA Service Pistol Championship competitors must use their own pistols. Minimum of four magazines required.
All matches must be fired with the two hand hold in each match unless otherwise specified.
All matches will begin from the Low Alert Position with finger outside of the trigger guard and out of the line of sight.

Sight in Match

Type of Fire: Timed Fire
Distance: 20 and 10 metres
Position: Standing
Handhold: Two Hand Hold
Number of Shots: 10 Shots (2 x 5 rd mag)
Target: 1 x Metric and 1x Classic target
Time Limit: 2 exposures of 1 minute each

Conditions:
The aim of the sight in match is to check zeros before the competition:
Two handed hold:

Procedure:
Competitor will adopt the standing position at the 20 meter point. He will be given “LOAD” and “READY”:
On the Command “WATCH AND SHOOT” he will then adopt the Low Alert position:
When the target appears, he will engage the Metric Target in a one minute time limit:
On the command “ADVANCE” he will move to his target at the 10 meter line in the low alert position:
Upon arrival at the 10 meter line when the target appears, he will engage the Classic target in a one minute time limit:

INDIVIDUAL MATCHES:

Match 1 - Strong Hand (only) and Support Hand (only)

Distance: 10 meters
Position: Standing
Number of Shots: 20
Target: 1 x Metric 1 x Classic;
Type of Fire: Double Tap
Rate of Fire: More than 2 shots per exposure may be fired – only 10 shots on each target will count for score
Time Limit: 10 x 5-second exposures
Scoring: V, 5, 4, 3; and
HPS: 100-20V

Procedure:
The aim of this match is to have the competitor engage targets using his strong hand only and then using his support hand only:
1. The competitor will be given the load and ready;
2. On the command “Watch and Shoot” he will adopt the “Start” position with the pistol in his strong hand only (not supported by the other hand) and return to this position for each exposure. He may engage either target with his strong hand;
3. On a short whistle blast, he will engage either target with 2 rounds;
4. The exposure will end with a one second whistle blast, starting one second before the exposure time has elapsed;
5. Shots may be fired during either whistle blast;
6. After five exposures the competitor will switch to the other target and switch the pistol to his support hand only (not supported by the other hand), adopting the “Start” position and return to this position for each exposure; and
7. The competitor will change magazines as required using both hands.

Match 2 - Big Ed's Dots
Distance: 10 metres
Position; Standing
Rounds: 10 rounds
Type: Slow fire
Exposure: 1 exposure of 60 seconds
Target: 1 target with ½ moa circles with a 1/8 moa red ring around each for a total shooting surface of ¾ moa
Scoring: 10 points per dot; miss one and get zero for this match. Shooter will engage the circles firing one shot into each. Shooter must at least break the red line to score. Shots outside of the red circle you will receive a zero for this match Shooter may shoot as many or as few circles as he desires
HPS: 100

Procedures:

1. There are no sighting shots;
2. Targets will appear on the target frame.
3. When the exposure appears the competitor is to fire up to 10 shots in the 60 second exposure.
NOTE: Size of the dots may change but will be out before anyone has to shot. ???????????


Match #3 – Save the Hostage

Distance: 10 metres
Position: Standing
No. of Shots: 10 (2x 5 rd mags)
Target: Each half of a Figure 14 placed beside the head of the Metric target
Type of Fire: Deliberate
Time Limit: 1 x 1 minute exposure
Scoring: Hits only on the Figure 14, scoring 5 and 4. A hit anywhere on the Metric target will score minus 5 points. No negative score for this match will be applied
HPS: 50

Conditions:

1. Two hand hold:
2. The aim of this match is to effectively engage a target that is partially hidden by a hostage:
3. The competitor will be presented with a figure 14 that has been cut in half vertically. The figure 14 is tucked behind the shoulder of the Metric target. The 12 o’clock of the top of the bull is even with the top of the head of the Metric target:

Procedure:
1. At the 10 metre point, competitors will be given “LOAD” and “READY” command:
2. On the command “WATCH AND SHOOT” he will adopt the low alert position:
3. When the target appears, he will engage one of the half targets with 5 rounds, change magazines and engage the other half target with 5 rounds:

Match #4 – Keep Shooting

No. of Shots: 12 (2X 6rd magazines)
Target: 1 x Metric target
Type of Fire: Rapid:
Time Limit: 1 X 15 second exposure
Scoring: 5, 4, and 3
HPS: 60

Conditions:
Two hand hold:
The aim of this match is to keep shooting fast, often and well:

Procedure:
At the 10-metre point, competitors will be given “LOAD” and “READY” command:
On the command “WATCH AND SHOOT” he will adopt the low alert position:
On the appearance of the target, he will engage the target with 6 rounds, change magazines and engage the same target with another 6 rounds:
2 x 6 round magazines must be used:

Match #5 – Body Armour Drills

Distance: 10 metres
Position: Standing
No. of Shots: 15
Target: 2 x Metric targets
Type of Fire: Double Tap
Time Limit: 5 X 6 second exposures
Scoring: Head: 5 and 4
Body: 5, 4, and 3
HPS: 150

Conditions:
Two hand hold:
The aim of this match is to effectively carry out the correct drill when engaging a target equipped with body armour.

Procedure:
At the 10-metre point, competitors will be given “LOAD” and “READY” command:
On the command “WATCH AND SHOOT” he will adopt the low alert position:
On the appearance of the target, he will engage the target with 2 shots to the body and one shot to the head in each exposure:
Only 10 shots in the body count and 5 shots in the head will count. If there is excessive hits that are not as a result of a cross fire, hits of the highest value on the target will be removed until the correct number of hits remain:
Competitors will change magazines as required:








Match #6 – Long Range Engagements

Distance: 35 metres
Position: Prone, Sitting, Kneeling, and Standing
No. of Shots: 20 (from 4 x 5 round Mags)
Target: 1 x Metric and 1 x Classic target
Type of Fire: Deliberate Fire
Time Limit: 1 x 3 minute exposure
Scoring: 5, 4, and 3
HPS: 100

Conditions:
1. Two hand hold:
2. The aim of this match is to effectively engage targets from an extended distance:

Procedure:
At the 35 metre point, competitors will be given “LOAD” and “READY” command:
On the command “WATCH AND SHOOT” he will adopt the low alert position:
On the appearance of the target, he will adopt the prone position and fire 5 shots at the Classic target:
4. Without further instruction, the competitor will then adopt the sitting position and fire 5 shots at the Classic target:
5. Without further instruction, the competitor will then adopt the Kneeling position and fire 5 shots at the Metric target:
Without further instruction, the competitor will then adopt the standing position and fire 5 shots at the Metric target:
At any time the competitor comes out of the aim below the high alert position he must remove his finger from the trigger and locate it alongside the trigger guard

MATCH #7 - Forgot your Ammo

Distance: 10 metres
Position: Standing
No. of Shots: 30
Target: 1 x Metric targets
Type of Fire: Rapid
Time Limit: 1X 90 second exposures
Scoring: Head: 5 and 4
Body: 5, 4, and 3
HPS: 150

Procedure:

1. At the 35 metre point, competitors get the command “WATCH AND RUN”:
2. On the appearance of the target or whistle, he will run to the 10m line pick up his pistol and fire 10 rds two handed, shooter will then place his unload pistol back on the table and return to the 35M line and pick up his 2nd mag and return to the 10m line, Fire 10 rds strong hand only, shooter will then place his unload pistol back on the table and return to the 35m line and pick up his 3rd mag and return to the 10m line and fire 10 rds weak hand only.









Match # 8 – 15 Meter Attack

Distance: 15 meters
Position: Standing
Number of Shots: 20
Target: 1 x MilCun Body Target 1 x IPSC Classic Target
Type of Fire: Double Tap
Rate of Fire: 2 shots only per exposure
Time Limit: 10 x 2-second exposures
Scoring: V, 5, 4, 3
HPS: 100-20V

Procedure:
The aim of this match is to effectively engage a target that is within knife attacking range:
1. The competitor will be given the load and ready:
2. On the command “Watch and Shoot” he will adopt the “Start” position and return to this position for each exposure:
3. On a continuous 2 second whistle blast, he will engage either target with 2 rounds:
4. Shots are fired only during the whistle blast:
5. After five exposures the competitor will switch to the other target on his own and engage it for the next 5 exposures so that there are 10 shots on each target:
6. Only 10 shots on each target will count for score: and
7. The competitor will change magazines as required:


Match # 9 - Transition Strong Hand to Support Hand

Distance: 15 meters
Position: Standing
Number of Shots: 20
Target: 2 x MilCun Body Targets
Type of Fire: Double Tap
Rate of Fire: Four shots only per exposure
Time Limit: 5 x 5-second exposures
Scoring: V, 5, 4, 3
HPS: 100-20V

Procedure:
The aim of this match is to have the competitor engage targets effectively using either hand as he might do when shooting from around cover.
1. The competitor will be given the load and ready:
2. On the command “Watch and Shoot” he will adopt the “Start” position with the pistol in his strong hand (two hand hold) and return to this position for each exposure:
3. On a short whistle blast, he will engage one target with 2 rounds, transition to his support hand (two hand hold) and engage the second target with 2 rounds:
4. Between exposures he will transition back to his strong hand and adopt the “start” position in preparation for the next exposure:
5. The exposure will end with a one second whistle blast, starting one second before the exposure time has elapsed:
6. Shots may be fired during either whistle blast:
7. Only 10 shots on each target will count for score: and
8. The competitor will change magazines as required using both hands:












Match #10 - Two on One

Distance: 15 meters
Position: Standing
Number of Shots: 20
Target: 2 x MilCun Body Targets
Type of Fire: Double Tap Snap
Rate of Fire: Four shot only per exposure
Time Limit: 5 X 5-second exposures
Scoring: V, 5, 4, 3
HPS: 100-20V

Procedure:
The aim of this match is to effectively carry out the correct drill when engaging two assailants.
1. The competitor will be given the load and ready:
2. On the command “Watch and Shoot” he will adopt the “Start” position:
3. On a short whistle blast, he will engage one target with 1 shot only, the other target with two shots only and then the first target with one more shot:
4. This procedure will continue for a total of 5 exposures:
5. The exposure will end with a-one second whistle blast, starting one second before the exposure time has elapsed
6. Shots may be fired during either whistle blast:
7. Only 10 shots on each target will count for score: and
8. The competitor is to change magazines as required:






TEAM MATCHES:

Team #1 - Last Team Standing

Distance: 5 and 10 meters
Position: Standing
Number of Shots: 5 rds pr shooter
Target: FN C1 25-yard zeroing target (or a target with an appropriate sized aiming mark – about 65 mm square)
Type of Fire: As required
Time Limit: At 5 meters – Stage 1 in 2 minutes, Stage 2 in 1 minute and Stage 3 in 30 seconds. At 10 meters – 30 seconds per shot
Scoring: Only shots in the aiming mark will count; and
h. HPS: Match winner.

Procedure:
The aim of this match is to have the competitor experience and successfully deal with the stress felt in making each shot count;
1. In Stage 1 at 5 meters – each shooter will have 2 minutes to fire 10 rounds. Only those shooters with all hits (on or touching the black square) will continue to Stage 2. All competitors are to complete Stage 1 before any competitors are called to fire Stage 2:
2. In Stage 2 at 5 meters – each shooter will have 1 minute to fire 10 rounds. Only those shooters with all hits (on or touching the black square) will continue to Stage 3. e. All competitors are to complete Stage 2 before any competitors are called to fire Stage 3:
3. In Stage 3 at 5 meters – each shooter will have 30 seconds to fire 10 rounds. Only those shooters with all hits (on or touching the black square) will continue to Stage 4 at 10 meters; g. All competitors are to complete Stage 3 before any competitors are called to fire stage 4. If there are more qualifying shooters than there are targets, Stage 3 is repeated until the appropriate numbers are remaining:
4. At 10 meters the shooting will be “sudden death”. Each of the remaining shooters will fire one shot. Those who do not hit the aiming mark will retire. Those who do will, under the command of the Range Control Officer, again fire one shot and continue in this manner until there is a winner decided:
5. If at any time all shooters do not hit the aiming mark, then everyone will remain for another shot:





TEAM MATCH # 2 - Falling plates

Distance: 75 meters to 10 meters
Position: Standing
Number of Shots: 6 per team member in 2 x 3 round mags
Target: 10 x steel plates per team of 2
Type of Fire: Rapid fire with rundown
Time Limit: N/A and
HPS: N/A

Conditions:
1. Targets are 8” steel plates laid out in a similar pattern:
2. Pistols are loaded (magazine on with empty chamber) on the 75 m line. During the run the pistol is carried in hand and is made ready (action cycled) once the competitor arrives at the firing line:
3. The steel plate is considered hit when it falls off the peg from which it is suspended:
4. A winning team is that which:
a. Hits all the targets in the shortest time: or
b. Hits the greatest number of steel plates: or
c. If tied, the team which has expended the least number of rounds: and
d. The match is conducted in elimination heats:

Procedure:
1. Team members will be at the 75-meter starting line in a standing position and will await the signal to commence the run:
2. A whistle blast will be used to signal the start of the match:.
3. Team members will run to the 10-meter point, make ready and commence firing without further instructions:
4. Unexpended ammunition will be collected and counted by RO’s immediately upon cessation of firing: and
5. The cover rule (7.15) does NOT apply for this match:
