Does one have to be a licensed gunsmith to do this or is bedding an action the kind of thing anyone can do for someone legally?
 
I don't think it's a question of legality here... Are you asking whether you need a business license to do it on a large scale?? Lots of people do their own bedding - some with greater success (and better aesthetics) than others...

If you have a friend who wants you to do one, go ahead. The only legality of the situation would be if the gun was registered and if you had the certificate in your possession. But since there is still an amnesty going on you are still good to go without.
 
"...you need a business license..." A firearms business license and anybody who handles a firearm must have a PAL(not an issue for you. of course). You'd want to have some liability insurance too.
 
I would like my .17 Marlin bedded and I have no interest in doing it myself. Would you like an oppertunity at it?
 
Basically Canadian law states anyone who works on a firearm for remuneration is required to be Federally Licensed.

Canadian law also states no one can take possession of a firearm without a valid license.

So if your buddy wants to do it for free and has a valid license it is not a problem.

Thanks for the offer but I'm not going to be doing any such work myself for a while at least, I'm just fishing for information right now. :D
