The upper is not restricted as it's not considered a firearm. Since you do need an AR lower, which is restricted, you can only shoot it at an approved range. No limit on the number of rounds you can load as it is only .22 .
My hope is to eventually come up with a lower that will only work with the Razorback upper and not accept any of the AR uppers. I will then submit the lower to the RCMP Tech branch for classification and evaluation, in hopes is gets a non-resticted classification. I still need to get in contact with someone there to find out the proper steps to take before I start making any metal chips.
It will probably be deemed an "AR-15 Variant" and therefore restricted. It would have to be built from scratch and not resemble an AR in any way and even then I doubt it would be "acceptable". just look at the S&W 15-22. Restricted even though it is not capable of accepting a "real" upper.
I'm just some dude on the internet. I could very well be wrong, but as I understand things that's how it is. Before you spend a lot of money building it I'd so a little research and make sure.
