It's complicated.
Beretta USA and Beretta Italy are part of the same conglomerate, but there seem to be differences in production between the two.
Beretta also owns a whole bunch of other companies that at first would seem to compete with Beretta: Benelli, Franchi, SAKO, Stoeger, Tikka, and Uberti.

Not all Berettas are made by Beretta in Italy. Like other companies they had other manufacturers or divisions in other locations make firearms for them. One example is the semi-auto shotgun they sold as the ES 100 Pintail, these guns were a close copy of the older Benelli SL80 and if memory serves me correctly they were actually manufactuered in Spain for Beretta.
