best 17hmr rifle

Lower end, Savage. Mid range, CZ. Because there is no true "match" HMR ammo, it's possible to find a tack driving Savage that will compete with just about anything. I'd go CZ not because it's likely to shoot appreciably better, but because I'm a fan of the wood and metal work you get at the CZ price level, whereas the Savage feels more budget.
 
I have had zero issues with my savage 93r17. Haven't had issues with the mags either. It is very accurate too. I did change to a Boyd's thumbhole stock though.
 
CZ453 Varmint is pretty good. I'd image a 452 would be great as well, as I have one, but just not in 17hmr. I also have a Savage A17, and it has got good accuracy, but the trigger is poor and the odd time you get a failure to cycle properly. Not that often, but it isn't perfect in that regard, so I would hesitate to recommend it to anyone.
 
I have a few .17's and like them all, but the one that constantly goes out gohper poppin the most is the Savage A17. Its not the most accurate of the bunch, but can hit a gopher just fine out to 200 and is all I require. You gotta pace yourself though. In a good field after two quick 25 round mags, that barrel will be hot hot hot.
