Well when you specified semi-auto you made me throw out over half of the guns that came to mind. But I'll suggest three guns from least expensive to most. first is the Marlin Model 60, a lot of variants to be had so you can make your choice there, either for complete gun or starter to use aftermarket stock on. But the thing is the Marlin is a accurate rifle and the trigger improves with use, or you can have a gunsmith go over it. Second is Ruger 10-22 it costs more than the Marlin and I find them to be less accurate, at least out of the box. But boy are there a ton of aftermarket goodies for the 10-22. Third and lastly, but maybe the best offering is Browning's SA-22. The gun reeks of craftsmanship. four different grades so you can spend as much as your wish, maybe more. A look that jumps out anywhere you'll take it and it will be able to give you the ability to take small game and punch holes in paper and the odd soda can.
