Best 25y scope on a .22

Hi, I hope this is the right forum...
Will a scope with a parallax set for 25y have a sharp reticle in a 25y indoor range?
I tried 2 scopes (min parallax was 50y) and the reticle was blurred.

Scopes with Parallax adjustment lower than 50 (eg. 10y-infinity) fall in a higher price range (Bushnell 3200 was the one I found).
Do I have to make the investment or is there something I am doing wrong?
I want a ~9-12x magnification.

You adjust the eye piece on the scope to get the reticle focused.
Look at a blank white wall or even the sky and adjust it till the reticle is sharp. It should not change at different ranges.
 
A better method of adjustment is to set it on a target and without touching the scope/rifle, wobble your head so that your eye tries to look around the reticle and observe if the reticle moves across the target.
Adjusting for sharpnes of the reticle is dependant upon how good your eyesight is.

Trust me I have tried all that.
I think because the lowest AO adjustment is 50y, it is not sharp at 25! even after playing with the eye piece.

I think I need an AO that has a 25y adjustment on it.
Thoughts?

All of my AO scopes adjust down to 7-10 yards. There's several in the Bushnell Banner/Sportsman/Rimfire lines that are in the $80-160 range.

For example, this one http://www.bushnell.com/products/riflescopes/specs/72-0039.cfm can be had for less than $100.00. Although not stated on the web-site, it IS an AO scope. I use this one on my Diannas.
 
AO has nothing to do with the reticle being sharp.
The distance you are looking at should make no difference.
The apparent movement of the reticle with eye movement is what AO solves - not sharpness. That is done with the rear eyepiece.
