best 700 platform to transform?

March down to your local Fudd store. It will be easy to tell because it wont have any target ammunition, handgun ammunition, target bullets, etc etc... I promise someone will have a used remmy 700 on the rack on consignment. You will steal it because the ultra flat magnums are all the rage and no one wants the classic 308 or 30'06. Whammy, donor action. A modest build will be directly in your budget.
 
Im doing a similar build. Started with a r700 SPS Varmint .308. If you're going to end up replacing everything anyway, I would see if you can find a 700 action on its own or barrelled action. iv seen a few go through the EE. Theres no point in spending money to get a new SPS if you are just going to throw the terrible factory stock away for a new one (which you will)

Sadly, all the fudd places think 700's are gold plated, I haven't seen a cheap one in ages. They're not as expensive as brass plated Win 94 commeratives, which everyone knows are a sure bet retirement option, but still pretty spendy ;) - dan
 
Find something used made in the 70's 80's and early 90's. Quality way up. Trigger superb and can be tuned to be light. I believe these are now called the 40X triggers and priced accordingly.

THE nicest Rem I have ever owned was a Rem Classis SA in 222Rem. That was a superbly made rifle and it shot the way Rems should/could.

Sadly it got sold for other projects..... BUMMER.

Used racks, walnut stocks with peeling laquer finish. Steel followers and nice bluing. $350 to 450.

The newer SPS I have played with really turned me off the marque and what started me on my Savage/Stevens journey.
