Best 9mm for a women??

Can't comment on the other options, but my GF loves shooting the G48. She's got smaller hands. I chose it because I can get my mitts right around it tighter than a G17. Shooting deliberately the G17 shoots better (longer sight radius, longer barrel, heavier) but shooting quickly both of us actually shoot the G48 better because the narrower grip permits a tighter control of the recoil.
 
Glock is not the first manufacturer to consider the requirements for Canada. Ruger, handguns), specifically made the rekindled GP100 with 4.2" barrels to accommodate IDPA AND, as stated in their catalog, made to meet Canadian Law requirements. S&W, when they realized the GP-100, was selling well brought out their 686 with a 4.2" barrel and called it the Canadian Edition for awhile. Beretta finally made their CX4 Storm with a 18.5" barrel to meet our standard for NR rifles. There likely are others as well.

Not many people think of Canada as a gun country but Canada is the biggest handgun-buying country after the US.

It's been a while since I saw some stats but I believe the # of registered handguns has to be in the millions now.

I would like to think so but I suspect you are over estimating the handgun numbers. There are only, what 39 million of us. Very few Canadians own handguns. This is one reason why the Liberals can dismiss us as a political concern. A quick Google search came up with 900,000 registered handguns. Even if there are 20% more unregistered the number comes out less than a million.

A Browning Hi Power fits small hands very well for a full size pistol. Nothing feels like quite like a Hi Power.
 
I have everything from a 6mm Flobert to 454 Casull and love them all. My word of advice as a woman, practice and get used to the feel of steel frame guns.
I much prefer a heavier gun which translates into less felt recoil.
My 9mm is a CZ 75B with thinner grips - shoots well all day long.

Canada is Glock's second biggest civilian market by country after the US from what I heard.

Canada imported 70 to 80K handguns a year since 2013. Yes, close to 1/2 million handguns imported in the last 7 years. You can take some numbers off for government use, but that is not going to make the number smaller by a lot.

For reference, SIG USA makes about 1/2 million firearms a year. I think Glock USA is 200K'ish a year.
