Honestly that's a great choice. I personally shoot 2 3/4' and 3" for the most part, but if I get a good deal on 3 1/2" I buy them up too. Sometimes I like to put a candlestick as my third shot when decoying in case I want to take an extra long poke at the when they are on their way out.

Best bang for the buck - any decent quality budget-friendly 3.5 inch 12 gauge?

Doesn't change the fact that unless you got a 3.5" shotgun, you ain't buying Waterfowl legal shells right here, right now.
Way easier to find 3" in Sask right now. That being said it's hard to find it for under $35 in BB loads.

I just buy 3", #2, and kill geese.
Again, if shooting over decoys, #2 work on anything. Some of our guys shoot only #4 and do very well. They pick there shots and know there leads. When you find a shell that patterns well, a flat will last quite a long time.
