Best budget rifle in 223

Can't comment on the Stevens other than to say people seem to like 'em but I can recommend the Vanguard by Weatherby. The plain jane model should be just a shade under six bills. You will really like it.
 
If you could find a Rem or Stevens they'll give you years of service plus the added option of upgrading and customizing should you choose to down the road. Lots of parts on the market for these two actions.
 
Yes, I was wondering too if Marlin makes a XL7 in 223.

I would prefer to spend a little more and get what I like the first time.
