I’m want a front sight installed on a rifle and we seem to be fast running out of guys in Canada to do this work. Does anyone have a recommendation? Thanks.

Black Box Customs did a great job for me when i had some Cerakote work done.
50$ job, will end up over 300 after they force you to pay to Cerakote. Then you're stuck with a miss match gun.

OP where are you located? That will help pin point a smith. Because you're looking at 50$ min each way.

Could you install both front and rear open sights on any barrel? Or are there different heights for different manufacturers

Front and rear sights can be installed on most barrels.
Of course there are different heights and contours for different barrels. There is no 'one combination' that fits all.

It's a pretty basic gunsmithing skill, one of the first things learned.

A lot of guns without factory sights are stocked for a scope, so you may have a hard time getting your head down far enough on the stock to use irons, depending on the gun. Installing sights is one thing, but a good set of iron sets aint cheap either.

Pretty basic work. Any good conventional machinist could fix you up. If you have already selected the sight and if it is simply two holes drilled and tapped or a dovetail. Soldered on sights are better left to gunsmith imo.

The OP hasn't given much information about what he wants done.
Installing sights on a barrel has to be done exactly right - any errors will stand out.
Drilling and tapping a couple of holes for a front sight ramp can be tricky - especially if the barrel is a slender one.
Cutting a dovetail in a round barrel, and getting it top dead center with a good fit on the sight requires proper equipment and real care.
The easiest front sight to install is a banded ramp.
