Best in 1000-1500 price bracket?

I'm just not sure about the requirements to get that form done. Is it nessecary to get it done through snail mail?

No. I think all you need from this side can be done online. The dealer can explain it all very well. I'm not 100% certain, but I believe used scopes are exempted, so check out eurooptics.com in their used optics section. You'd be amazed at what can pop up there e.g. the odd Leica scope, traded in Kahles, show demo Zeiss's and so on
Here's a portion of the instructions as sent to me from Alex @ Euro Optics:

Upon opening the site you should be at Export and Import controls
Looking to the left margin you’ll see Export Controls online EXCOL click on that
In the centre of the screen click on the box GO TO EXCOL
IGNORE WEBSITE SECURITY PROMPT and click continue to website
On the left side of screen you’ll see the EXCOL MENU move cursor down to APPLY FOR then go to International import permit
You’ll then read a privacy statement that you must accept at the bottom of the page. click on accept.
You should now have the Import certificate forms in front of you.
At the top of the page you’ll see 7 headings starting with Applicant. You’ll be required to provide information under each category, EXCEPT documents

HELPFUL HINTS

Take special note of the reference I.D number at the top left corner of the page. You will need to refer to this number should any issues arise with a specific import permit

The first 2 columns you ignore. The EICB number will be given to the importer at a future date, usually by phone, so he can use it for any future purchases.
Be sure to read CAREFULLY the information requested at the top of each heading opened. It will save a lot of unnecessary typing by simply clicking one box.
Under EXPORTER, use area code 717 as 570 which is correct comes up invalid.
Under ITEMS, you must click on the ADD ITEM initially to find available space to record your first item

Remember, that these are specific to that dealer only (area code). Their service is second to none.
 
Check out www.eurooptic.com. Importing a scope isn't as bad as some say, and they'll help you get it done. Beautiful stuff - S&B, Meopta, Zeiss, Leica and so on.

Takes about a week to recieve your paperwork from the Govt. after filling out the online part. You can fax Alex a copy of your paperwork. Takes him about 2-3 weeks to get his end done and sends the product. Just don't forget that their is a 4% premium if you pay with CC, best off to send a MO. My scope arrived approx 5-6 weeks after I filled out the form online.

He does not charge anything to get the proper export permits as some other companies do.

And don't forget to ask him for his latest price list via email, much better prices than shown on his website.
