Best of the Best .. rifle

Best of the best rifle is probably 3-10x more for 0.125-0.25” smaller group at 100m.
A difference you’d never notice unless you spent a few thousand$ on perfect practice.
Id imagine myself buying a Weatherby, Sako or Fierce if I had that budget.
 
Top 5 would be:
Left hand CZ 550 in ?
Left hand Carl Gustaf in 6.5x55
Left hand model 70 in 30-06
Ruger or browning single shot in 300 H&H
Not sure what the last would be? Probably a customized Zastava LK M70, base rifle is a bit rough but with some polishing can turn it into a nice rifle.

"Best of the best" doesn't start at $4000. One of the reasons I tend to buy used, kinda my version of "champagne tastes and a beer budget" I recently purchased a couple of Sauer 202 rifles, almost as good as the current Sauer 404 but a couple thousand less $$. Blaser R8's are very good too, but I've had no luck finding one at $4000. Heym make some very nice rifles, and I think their cheapest might fit the budget you suggest. I wouldn't buy an American mass market rifle and expect "best" of anything, that's my bias.
 
With a $4000 budget you get into the realm of "factory" rifles from boutique makers like Prairie Gunworks, Christensen that can barely, but not into full custom. So there are a lot of different flavours of "best rifle" that will be entirely dependent on the buyers tastes.

Honestly, I don’t think I would spend $4000 on a factory rifle, rather go the custom build route. Several years back I had Ross from Prairie Gunworks do a custom build for me in 7mm Rem. Mag. Rem. 700 action, stainless match barrel, McMillan stock and Jewel trigger. Total cost at the time was less than $2000 and I was very happy with it. I would go that route again.

That was a steal. These days that's the cost of the stock and barrel (including chambering)

Hmm, I'd spend 50% of that budget on glass. A good quality production rifle is plenty for me, but a cheap scope is always a let-down.
 
I mean, to me that's Sako or Weatherby money. Fierce and Springfield as well. But I think the custom route would be my preference. I have a lot of "general purpose" hunting rifles already so whatever else I want to buy will probably be specialized anyways.

Last year, i picked up a Blaser R8. Pro success leather .223 for $4500, i know its 500 bucks more than your 4 g limit, but it was a heck of a buy for a new rifle,
Normally i am a sako or M70 man , but pretty taken with the R8,
As i have gotten older and with a higher disposable income, I’ve bought a few real Beaty rifles for well under 4g,
M70 7x57 featherweight limited run.
Ruger m77 basket weave hawkeye, in .358 win.
M700 stainless limited run CDL in 6mm rem and 35 whelen,
Barrett fieldcraft.
And a used sako forester in 7x64,
