Best precision scope for the money?

agree with everyone about the 10x 3200. But the new bushnell elite 4200 6x24x 50mm tactical series isn't bad either.

Mueller 8.5-25X50 "Eraticator". White falls sells them here or they can be got on eeee bay for ~$250. I have used one in ISSF competiton as a back-up and I use one for gopher hunting. They are fantastic for the money.

If you're loaded, I would say any of the Leupold Mark 4 series or Burris..If on a budget, yeah! the Bushnell Elite 10x40 Mildot.
 
I would say buy the best you can afford, with optics you get what you pay for. It also depends what you are using the scope for. It's better to buy once, I made that mistake in the past.
 
What kind of budget do you have???? I have the 3200 10X and I love it. If you can afford that, go for it. However, it isn't the cheapest out there. Definitely the bast bang for the buck.
