That seems extremely low unless you bought all your components 15 years ago (some people did and I'm jealous lol)
Cheapest .223 bullets in Canada are approx $125/1000
Cheapest powder for .223 I can source (H335 - local pick up)) seems to be about $20/lb (3.5 pounds lets say) $70
Cheapest primers are about $32/1000
Those are tax-in, in-hand prices and assuming range pick-up brass.
So that puts it at 22.7 cents a round, so we'll say 23 cents.
