Saskatchewan by far. They have it all.
Alberta has pronghorn, bc has stone sheep over the counter, they’re both good. I don’t know much about the hunting in the rest of the country. But I’d look hard at the Yukon

The Yukon has many species to hunt;
Moose,
Mountain Goat,
Stone Sheep,
Dall Sheep,
Fannin Sheep,
Barren Ground Caribou,
Mountain Caribou,
Grizzly Bear,
Black Bear,
Wolf,
Wolverine,
and Wood Bison.
Elk, Mule Deer, Muskox, Polar Bear and Cougar can be found in limited numbers within the Yukon. These species are not open for non-resident hunting.
And we have to make time to do some fishing!
Nice place to visit, but the cost of non-resident licences is a cheap price to pay for skipping on the winter crap weather. I spent 20 years living on the wrong side of the Rockies, and if I never see another Prairie winter, I'd be pretty happy about it.
I have hunted BC, Alberta, and Saskatchewan as a resident over the years. Ignoring the political issues, BC has by far the widest range of choices, hunting and fishing.
I would choose Alberta as close second, then Saskatchewan.
Sk had it all over if you are a Migratory Bird hunter.

very cold winter, mosquitoes bigger than bird. saddly on a less humorous thing Yukon was the best but we are lossing it step by step and most of the hunters do not want to see it ... seems similar to firearms ...
Folks from northern Manitoba go to the Yukon to warm up. And Manitoba mosquitoes are legendary, the airport fueler pumped 300 gallons of Jet A into one before he realized it wasn't an airplane!
Here’s something I’ve noticed in regards to hunting. No body except people from BC actually care about sheep and goat. The worlds largest whitetail gets lots of attention though....

That’s like saying you’ve noticed virgins don’t have much to say about ###. If you haven’t tried it you have no idea what you’re missing.
That’s because except for the beautiful scenery, goat and most sheep hunting is akin to self torture. First you get to destroy your legs and joints, beating your way through alder, devils club and all manner of nasty wet brush. About the time permanent damage is beginning to affect your joints cloud, fog and or rain/snow surrounds the Mtn. Couple days in the tent damp and bored, the clouds may clear. Maybe you get lucky and kill a goat, maybe it doesn’t die down a treacherous cliff face. Now the “fun” begins and you get to add goat meat, wet cape and skull to your pack and then hike down. Oh best part is going down kills the joints multiple times more than climbing up.
I have no problem imagining many times more people dream of big whitetails than do goat hunting. Takes a certain level of mental game to survive let alone enjoy the Mtn game.

That's because it's prohibitively expensive for most unless you're a resident on a DIY hunt.
