Best tool for Enfield rivets

A solid surface underneath is a must, such as an old rifle barrel or piece of round rod held in a vice. Then a center punch and a small hammer.

Once you've punched the rivets to expand them, flatten them with light taps of the hammer.

This would also depend on the type of rivets that you were supplied with.

Some come with hollow rivets and some have solid rivets. One set I got came with small wood screws.

It's also important to make sure the holes in the upper handguard are positioned properly. I've had them come with the holes drilled to close to the receiver and the clips won't fit into the inletted slots if you use them. My usual fix for this is to grind the edges of the spring clip, or if it's going to remove too much metal, hog out the inletting so the clips will clear easily.
 
The new manufactured stocks are quite fragile, so if you’re fitting new wood, know that “just one more tap on the rivets” often results in broken wood! And they aren’t free! I’ve fount that a deep socket (1/2”?) works well as there is no taper like a barrel.
