Best way to deal with surface rust?

Traditionally it has been Hoppes # 9 Powder solvent and 0000 steel wool. That is a proven method that will not harm fine bluing but will remove light rust. Any steel wool coarser than 0000 will do damage. I used this method since 1968. If nickle plating is involved Hoppes # 9 may harm the plating, use an oil instead.
 
the wd 40 and the steel wool works fine wipe down the metal with a paper towel soaked in steel wool let sit for a few hours then soak steel wool in wd 40 do not be to aggressive if it does not lift the rust easily then it is not surface rust
back when i had my shop i built a tank and filled it with wd 40 i would take the wood off the guns and let it soak for a day or two worked two fold cleansed internal parts and broke down rust
