No, nonsense. How are you supposed to clean the mag if the floor plate can't be removed!? The intent of the law is that your magazine capacity is no more than 10 and that it would not be an easy task to change that. There is no mention of Kryptonite, stick welders, super glue, Loctite, pop rivets, nuclear fission, flux capacitors or anything of the sort.
I'm not sure about the raving baby killer part, but I will tell you that if you remove the pop rivet creating a prohibited device, somewhere a kitten will cry.
I would suggest you stop attempting to impute any intent other than disarmament into the law, it will break your brain.
I quoted the relevant subsection of the CCC literally two posts above yours, I even bolded the relevant phrase. In case you didn't bother to read it I'll post the important bit again:
"...the modification to the magazine cannot be easily removed and the magazine cannot be easily further altered so that it is so capable of containing more than five or ten cartridges, as the case may be."
If the block is not sealed into the magazine it becomes "easily removed" by simple disassembly and is therefore a prohibited device. Believe me I wish this weren't so, but it is.
Also, it may not mention kryptonite, loctite, nuclear fission or flux capacitors, it does mention welding, adhesive, or epoxy:
"...by welding, brazing or any other similar method or by applying a permanent adhesive substance, such as a cement or an epoxy or other glue"
Thankfully the list of acceptable means to limit magazine capacity is not exclusive, which is why we can get by with simple pop-rivets, that said, the modification must still pass the "not easily removed" requirement to be kosher.
