I find that having one of the smaller Costco safes, I am always having to be extra careful in retrieving or putting my pistols/revolvers away. (not that that is a bad thing !) I have 4 handguns that reside in that safe, and space is at a premium. The following is my attempt at answering the problem.....

Cut a piece of scrap the EXACT dimensions of the safe floor (a bit wide is OK, it is to be "wedged" into the safe)...make sure the safe door can close.
Construct a frame to hold the handguns, a shade less wide than the "floor piece" to allow in & out movement...see pics
Cut a piece of CTC rubber flooring to act as a no-scratch buffer to hold barrels, and attach. The one I cut is removable to allow different barrel heights and widths..see pics
Install 2-piece drawer sliders on the "Floor piece" and the corresponding part on the frame. Ensure proper fit and movement. Remember that the upper slider has a plastic release lever for removal of the frame from the safe. Ensure that when the sliders are installed, you have access to the release levers when extended.
Wedge the floor piece into the safe...the tighter the better.
Install the upper sliders (on the handgun frame bottom), slide the frame into the safe.
That's it !!
