Bill C-21 and action shooting sports

Well now, deja vu.

A new Bill C-21 has descended, and once again all but assured the slow but sure destruction of the action shooting sports.

I wish I could be more optimistic.
 
Well I heard some comments on CTV questioning the Bill.
Maybe this might not be the slam dunk Trudeau & Co. thinks it will be. We can only hope and do whatever we can to stop this madness.

Can a club certify its active shooting members are HPA's?

The phrase is not defined and does not appear in the legislation.

Instead, the proposed wording in C-21 is extremely limited, i.e. it will not include IDPA, IPSC, SASS, etc.

43 The Act is amended by adding the following after section 97:
Exception — handguns
Start of inserted block
97.1 Sections 12.2 and 19.1 do not apply in respect of an individual who
(a) holds an authorization to carry in respect of a handgun; or
(b) meets the prescribed criteria and provides a letter to a chief firearms officer from a provincial or national sport shooting governing body indicating
(i) that they are training, competing or coaching in a handgun shooting discipline that is on the programme of the International Olympic Committee or the International Paralympic Committee,
(ii) the disciplines in which they train, compete or coach, and
(iii) that the handgun in question is necessary for training, competing or coaching in those disciplines.

From the Provision list , given Royal Assent
"Exempt individuals with an AtC and elite sport shooters from the handgun transfer/import prohibition"

Anyone signed up and active should be an elite
