Authorization to transfer non-restricted firearms
23 (1) A person may transfer a non-restricted firearm if, at the time of the transfer,
(a) the transferee holds a licence authorizing the transferee to acquire and possess a non-restricted firearm;
(b) the Registrar has, at the transferor’s request, issued a reference number for the transfer and provided it to the transferor; and
(c) the reference number is still valid.
Information — transferee’s licence
(2) The transferee shall provide to the transferor the prescribed information that relates to the transferee’s licence, for the purpose of enabling the transferor to request that the Registrar issue a reference number for the transfer.
Reference number
(3) The Registrar shall issue a reference number if he or she is satisfied that the transferee holds and is still eligible to hold a licence authorizing them to acquire and possess a non-restricted firearm.
Period of validity
(4) A reference number is valid for the prescribed period.

Re-classification and the RCMP seem to be taking the spotlight with this bill, but this bit right here ^^^... this is a big deal.
 
Destruction of records
(3) Despite subsection 29(1) of the Ending the Long-gun Registry Act, the Commissioner shall proceed with ensuring the destruction of the records referred to in subsection (1) only after
(a) he or she provides the Quebec Minister with a copy of the records, in the case where that Minister provides a written request in accordance with subsection (1); or
(b) the end of the 120th day after the day on which the Commissioner sends written notice under subsection (2), in any other case.


Am I reading this correctly?? They have the records in violation of the previous law and are required to hand them over to Quebec??
 
Looks to me like the classification of the AR cannot be changed by the rcmp.

Sure for now. But the power to change classification is being handed to the RCMP with no provision to oversee it by parliament. To me that says, when ever the RCMP want to change the AR15 to prohibited they can with no opposition from elected officials.
 
We have to fight this tooth and nail. I say join a gun organization, and or join the Conservative party where you get more return on the dollar you spend. Make sure Conservative know your top priority is gun rights, and lets shut this down immediately.

The AR continues to be a named restricted ...changing that requires an act of parliament

Where does it say that the power to re-classify has been handed to the RCMP? Was that in a previous bill? I read C-71 as firearms classification remaining in the Criminal Code and Regulations Prescribing Certain Firearms and Other Weapons... with a few minor tweeks to the list of prohibs (CZ, Swiss Arms).

PS The reference number thing for non--restricted is a defacto registry and is BS.

No where in here does it state information on *REQUIRED SERIAL NUMBER*

I can see it being something like this:

John Doe here - license # 123456 requesting reference # to transfer a NS rifle to Eddie Bauer license # 7891011 - acquire # confirming license is valid - good to go.
 
what if i'm just lending my non restricted firearm to a friend i met on the internet, and then he pays me money he owed me for something else.
 
What if I just lend a guy a gun? I don't even understand what this says. My rifles are not registered now...as far as the government is concerned I don't "own" any. My brother and I honestly do co own a few...i don't see that I need to call the rcmp to lend him his own gun. Which now makes it all unenforceable
..i sell a gun no one knows I own to someone else...unless the cop is at my house who's to know?
