I have to throw my 2 cents worth in about this Bill Leeper fella....aside from the fact that he and I show up at the same gun show or F-class match.
A few years ago after reading of the many virtues of the 260 Rem. and the 700 Titanium, I chanced upon a good deal for a new in the box , but discontinued one.
Imagine my amazement when the darn thing after no end of load testing was barely able to break 3" for a 3 shot group.
Having had every member of the 308 family in my gun safe and some at least two of, I didn't know which way to turn.
In frustration I sent it to Bill for appraisal, in turn after a thorough examination he said the chamber was eccentric to the bore and the rifling was rippled....so what now ??
His suggestion was a new barrel in 270 chambered in 270/08, and I agreed so on went a Shilen match barrel in that chambering...awesome idea I'm thinking having squirreled away about 2000 270 bullets of various make and weight.
Bill did everything needed plus re-bedding and also tuning the trigger, and the rifle came home about 6 ounces heavier than its original 5 lb 12 oz weight.
Initial testing and break-in loads grouped sort of ho-hum...that is until it had about 75 rds. down the barrel.
After that, almost any bullet weight from 100 gr to 160 gr. will after a bit of powder juggling easily break the inch with many actually going into one ragged hole.
Scoped with a 3x9 Leupold Ultralight in Talley mounts it weighs in at 6lb 2 oz and has become the first one I grab.......Thank-you Bill !
