Are the requirements to store Black Powder substitutes (Triple 777, Pyrodex, American Pioneer) the same as the requirements for storage of real Black Powder?

For domestic use the regs. are the same, for a business unfortunately Black Powder is considered an "Explosive" and the regulations require special storage ie: expensive for the shopkeeper...that is why it is a pain in the #$% to get.

Thanks for the replies but I'm still a bit fuzzy on this. If real smokeless powder, black powder and substitutes are treated the same for domestic use....does this mean they can be stored just like any other ammunition as covered by the firearms regulations or do the storage guidelines specified in the explosives act come into play? (ie; in a suitable locked container)
