Could you make a lower with integrated magazine to fit an AR-180 upper that you would have to flip open to load or gate through a replacement side panel (MCR/Lynx/Templar) , since isn't to the lower in the registered/restricted part?

The AR-180 is banned by name on the new banned list.

The list goes on to specifically name every AR-180 variant that is currently on the market. (Kodiak, Crusader, etc.)
