The AR situation here is brutal. However we can get Swiss Arms/ SIG PE-90s instead of that SIG 556 monstrosity you guys get (I would still buy one of them too though).
. As I understand it a real PE-90 is going for 6-10 grand in the US. But... that's pretty much one of the very rare benefits here. With almost any other firearm we get screwed compared to the States.
Keep in mind, many of the AR rifles we buy here are about $500 more than what you pay in the States.

Read some of the posts in this forum. Go back a few pages. Look at what's available for non-restricted semi-autos. Just about every commercially available non-restricted rifle has been discussed here in the past few months.
To answer your question, anything in the AR-15 family (to which the M16 and M4 belong) is restricted. You could purchase a non-restricted rifle and attempt to make it look like an AR, but it won't be an AR.
