Can blank cases like the one picture below be trimmed down and reloaded? Is wall/web thickness the same as in cases used for live rounds?

That's not the neck that's crimped; the whole crimped part is made to mimic a bullet. The neck is just above the shoulder there, which is where I would trim to.
 
Section the case first, alot of blanks have a reduced web section as they didn't have to hold the hi pressures. then if you think it is safe light load while watching for pressure signs.

The ones I've got are Canadian-made IVI, which makes me think they're boxer-primed. I'll shoot a couple tomorrow and then I'll know.

sunray, clearly I'm not doing this out of necessity; I just have a natural desire to experiment. However if someone said "don't bother, blank cases aren't made to spec" then I'd give up the idea altogether.

A standard warning is that you should *NEVER* use brass from blanks to load ammo. This is because they are often made of soft brass, which is strong enough for blanks but not strong enough for full pressure (bulleted) loads. Even if you verified by weight and/or sectioning that there was as much brass there as in a regular case, you would need a hardness tester to check if the brass in the casehead area was of the appropriate hardness (too soft is bad, and too hard is bad).
